Description

This paper presents a set of standard contractual clauses for Power Purchase Agreements (PPAs) and Long-Term Lease Agreements, which supports the humanitarian sector transition from the procurement of diesel generators and fuel to power offices and field operations to purchasing electricity as a service. The report was based on a recommendation from a series of workshops held with UN Agencies, NGOs and representatives of the Private Sector, which focused on the identification of solutions to support organisations in decarbonizing their activities in humanitarian settings. During the workshops it was recognized that contractual negotiations for the purchasing of electricity from an energy supply company were taking too long, given the difference in language and appreciation of risks between humanitarian organisations and energy service companies. As such, there was a need to engage with the humanitarian agencies and the private sector to co-design contractual clauses for PPAs and Long-Term Lease Agreements, which could be treated as “pre-approved” by both parties to speed up contractual negotiations and project implementation. The outputs of this process have produced by Becker Büttner Held, who were funded by GIZ’s Energy Solutions for Displacement Settings Project to deliver the vision of the Global Plan of Action for Sustainable Energy Solutions in Situations of Displacement (GPA).
